नई दिल्ली: मोदी कैबिनेट की आज हुई एक अहम बैठक में 7वें वेतन आयोग की सिफारिशों को लागू करने का फैसला लिया गया है। सूत्रों से जानकारी के अनुसार सातवें वेतन आयोग की सिफारिशों से ज्यादा वेतनमान देने की कैबिनेट ने मंजूरी दी है।
यह बढ़ा वेतनमान 1 जनवरी 2016 से लागू होगा। जानकारी के अनुसार अब करीब 15-25 दिनों में सभी विभाग अपने अपने कर्मचारियों के वेतनमान तय कर लेंगे और कहा जा रहा है कि जुलाई में मिलने वाले वेतन में पूरा एरियर और बढ़ा वेतन दिया जाएगा।
आज के वेतन वृद्धि के ऐलान के बाद 50 लाख सरकारी कर्मचारी और 58 लाख पेंशनधारियों के हाथों में ज्यादा पैसा आएगा। कहा जा रहा है कि इस वेतन वृद्धि से रीयल एस्टेट सेक्टर और ऑटोमोबाइल सेक्टर में उछाल आएगा।
आरबीआई ने एक आकलन में अप्रैल में कहा था कि अगर आयोग की रिपोर्ट को ऐसे ही लागू किया गया तो 1.5 फीसदी महंगाई बढ़ जाएगी। जानकारी के अनुसार इस कैबिनेट बैठक में शॉप एंड एस्टैब्लिसमैंट बिल पर चर्चा हुई है।
इस बढ़े वेतनमान का फायदा 1 करोड़ से ज्यादा सरकारी कर्मचारियों और पेंशनधारियों को मिलेगा। इससे पहले सातवें वेतन आयोग ने अपनी रिपोर्ट में सरकारी कर्माचारियों की बेसिक सैलरी में 14.27 फीसदी बढ़ोत्तरी की सिफारिश की थी।
साथ ही आयोग ने एंट्री लेवल सैलरी 7,000 रुपये प्रति महीने से बढ़ाकर 18,000 रुपये प्रति महीने करने का प्रस्ताव सरकार के सामने रखा है। नई सैलरी 1 जनवरी 2016 से लागू होगी जिसके चलते सरकारी कर्मचारियों को 6 महीने का एरियर भी मिलेगा।
इनकी बढ़ेगी सैलरी
-सातवें वेतन आयोग ने अपनी रिपोर्ट में सरकारी कर्मचारियों की बेसिक सैलरी में 14.27 फीसदी बढ़ोत्तरी की सिफारिश की थी।
-माना जा रहा है कि कैबिनेट बैसिक सैलरी में 18 से 20 फीसदी तक की बढ़ोत्तरी के प्रस्ताव को मंजूरी दे सकती है।
-इसका फायदा 50 लाख सरकारी कर्मचारियों और 58 लाख पेंशनधारियों को मिलेगा।
-नई सैलरी 1 जनवरी 2016 से लागू होगी, यानी सरकारी कर्मचारियों को छह महीने का एरियर मिलेगा।
-कैबिनेट तय करेगी कि एरियर एक मुश्त दिया जाए या किश्तों में दिया जाए।
-सातवें वेतन आयोग ने इंट्री लेवल सैलरी 7,000 रू प्रति महीने से बढ़ाकर 18,000 रुपये प्रति महीने करने के प्रस्ताव सरकार के सामने रखा है।
-कैबिनेट सचिव की मौजूदा सैलरी 90,000 से बढ़ाकर 2.50 लाख रुपये करने की सिफारिश की है।

7th CPC: परफॉर्म न करने वालों की सालाना सैलरी न बढ़ाने की सिफारिश, ‘परफॉर्मेंस रिलेटेड पे’ हो सकता है लागू
सातवें वेतन आयोग ने सिफारिश की है कि उन सरकारी केंद्रीय कर्मचारियों को सालाना इन्क्रीमेंट (वेतन वृद्धि) न दिया जाए अगर वे परफॉर्म करने में नाकाम रहते हैं। आयोग ने इसके लिए परफॉर्मेंस के लेवल ‘अच्छा’ को बहुत ‘अच्छा’ करने की सिफारिश की है। आयोग ने इस बात की भी सिफारिश की है कि सभी केंद्रीय कर्मचारियों के लिए परफॉर्मेंस रिलेटेड पे (पीआरपी) जैसी व्यवस्था लाई जाए।
पैनल ने कहा, ‘यह एक आम सोच है कि वेतन में इजाफा या पद में तरक्की वक्त के साथ होने वाली चीज है। आयोग को लगता है कि जिन कर्मचारियों की परफॉर्मेंस तयशुदा मानकों के हिसाब से नहीं हैं, उन्हें सालाना वेतन बढ़ोत्तरी पाने का हक नहीं है। इसलिए आयोग इस बात का प्रस्ताव रखता है कि जो कर्मचारी मानकों के हिसाब से परफॉर्म न करें उनकी सालाना वेतन वृद्धि रोकी जाए।’ यह नाकाबिल कर्मचारियों के लिए एक बाधक के तौर पर काम करेगा। हालांकि, यह एक दंड नहीं है, इसलिए अनुशासनात्मक मामलों में वेतन वृद्धि रोकने जैसे नियम लागू नहीं होंगे। सरकार के पास आयोग की रिपोर्ट में कहा गया है कि दाखिल वेतन बढ़ोत्तरी को योग्यता के पैमाने की तरह देखा जाए।

New Delhi: The Empowered Committee of Secretaries headed by the Cabinet Secretary Pradeep Kumar Sinha will now meet on Tuesday (June 13) to finally process the recommendations of the 7th Pay Commission which will have bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners.
As per sources, the meeting of the Empowered Group of Secretaries, to finalize the payout to the central government employees did not take place as scheduled earlier on Saturday (June 11).
The Empowered Committee of Secretaries is functioning as a Screening Committee to process the recommendations with regard to all relevant factors of the Commission in an expeditious detailed and holistic fashion.
Government had earlier decided to set up a high-powered panel headed by Cabinet Secretary P K Sinha in January this year to process the recommendations of the 7th Pay Commission.
Media reports further state that after getting final nod from the Empowered Committee of Secretaries, Finance Ministry will take only a few days to implement the higher pay package for central government employees.
As per reports, the secretaries group may recommended a 30 percent increase in minimum and maximum basic pay structures along with doubling of existing rates of allowances and advances.

7th CPC to have key meeting on June 11; salary hikes unlikely to come in July
New Delhi: The Empowered Committee of Secretaries (CoS) headed by Cabinet Secretary P K Sinha processing the report of the Seventh Central Pay Commission is expected to meet on June 11 to finally wrap up its report on the remuneration of government employees.
It is reported that the secretaries panel will finally hear out all the stakeholders, including the Central ministries and Departments, and finalise its report, which will be handed over to the government on June 30.
Sources added that even the Prime Minister’s Office is keen on a favourable pay hike for the central government employees, so the panel is likely to recommend a minimum salary at Rs 24,000 and the highest salary at Rs 2,70,000.
The 7th pay panel headed by AK Mathur had recommended the minimum salary at Rs 18,000 and maximum salary at Rs 2,50,000.
Sources added that the government is exploring options for meeting the additional payout over and above what was recommended by the 7th pay panel. The payout could be substantial with salary hike and arrears adding up to a Rs 1.02 lakh crore burden on government finances.
However, it seems that the government employees will have to wait more for the salary hike. Once the report moves from the table of the empowered group of committee to the cabinet, it is likely to take another month before the notification on pay hike will eventually come.
Even the Finance Ministry is keen that higher salaries reach government employees just before the festive season starting mid-August, as spurt in consumption during the festive period will have a domino effect on the economy.
New Delhi:- There is good news in the store for the Central Government employees who are waiting for the implementation of Seventh pay Commission. Reportedly, Prime Minister office (PMO) is unhappy with the pace of development and has asked officials to speed up the whole process. Sources say PMO has ordered Finance Ministry to resolve all issues regarding the same and hand over ‘increment’ to Government staff by July.
Finance Ministry sources was quoted by a media report as saying, “We have seen the recommendations of the PMO. Accordingly the Secretaries group works hard for the the execution of new pay package, which would be handed over likely by July”
Reportedly, after facing flak from different quarters for its political misadventure in Uttarakhand, Government is deep concerned about protecting its image. Not only that, Centre’s flip-flop on EPF things has also unleashed enough harm upon the government. Sources say, Government is also cautious about Assembly election results. If mandate goes against it, in that case there will be huge pressure upon Government to win lost confidence back by giving huge payout to employees.
Reports say, PMO has asked for 30 per cent hike in the basic salary of Government employees. A website writes, “PMO, narrating the “importance” of the implementation of 7th Pay Commission recommendations, said it was necessary to provide different incentives, including a higher pay package, to the central government employees to build a “pro-people” administration”.
